Why all the comments and proposed changes I have imported show as comments in the export report?

When proposed changes are imported from the ISO/IEC commenting template to OSD, they are transformed to comments. For more information check this link: How will my imported comments and proposed changes show in the Online document?

Therefore when exporting those comments they are exported as comments in the ISO/IEC commenting template.
