Option B: National commenting in OSD using commenting template

The table below summarizes the default OSD permissions and responsibilities for national stakeholders under Option B of national member commenting using the the ISO/IEC commenting template upload to OSD.

Option B - Upload national comments from ISO/IEC commenting file - process overview

The Option B process enables National Standards Bodies (NSBs) to continue collecting national comments using the ISO/IEC commenting template.

The OSD Voter access the relevant consultation or ballot (NP, CD, DIS, DTR, DTS or DPAS or FDIS) to access the online document. The OSD Voter then, downloads the Word version of the online document, saves it locally, and distributes a pdf version to national stakeholders, such as national mirror committee (NMC) members, through the usual communication channels.

National experts (NMC members) review the document, and provide their comments.

The OSD Voter consolidates the comments in the ISO/IEC commenting template and then uploads the consolidated commenting file into the OSD platform. After this, the OSD voter reviews the comments, accepting/rejecting them as appropriate, and finally submits the accepted comments to ISO as the official national comments.


Option B: Upload national comments using ISO/IEC commenting file - process step-by-step

  1. OSD Voter accesses consultation or ballot (NP, CD, DIS, DTR, DTS, DPAS or FDIS) to retrieve the online document

    The OSD Voter is notified when a new consultation or ballot (NP, CD, DIS, DTR, DTS, DPAS, or FDIS) opens. From the notification message, the OSD Voter can access the relevant consultation or ballot. From the reference documents section in the ballot or consultation, the OSD Voter can click on the URL labelled “Access the draft” to go to the online document (OSD).


  2. OSD Voter downloads Word version of the online document and save PDF version

    From the online document, the OSD Voter can download the Word version of the document. Read more in the article: Export document in Word or HTML


Please note:

  • For NP and CD stages, the OSD Voter will need to first download the online document as a DOCx version, and then convert it to a PDF version locally.
  • At DIS and FDIS stages, the OSD Voter will be able to download the online document as a PDF version directly from the OSD.

  1. OSD Voter distributes pdf document to national stakeholders (NMC members)

    The OSD Voter uses the usual national communication channels to disseminate the the PDF version of the online document to the national stakeholders/ national experts (NMC members)

  1. National stakeholders/ national experts (NMC members) provide comments using the ISO/IEC commenting template

    The national experts (NMC members) provide their comments using the ISO/IEC commenting template


  2. The OSD Voter uploads the consolidated commenting file into the OSD platform

    The OSD Voter uses the comment collation tool (CCT) to collate the comments into one file.

    Once this is done, voter uploads the consolidated commenting file into the OSD. Please read this article for more details: Upload experts comments from ISO/IEC commenting template

    The OSD Voter can choose to either:

    1. Import and submit comments: Comments can be reviewed and submitted after importing
    2. Import and submit comments: Comments can be imported and submitted simultaneously at this stage (See step 6)


Please note

The OSD Voter should ensure that there are no Invalid Rows in the file being uploaded. This ensures that all the national comments were imported into the OSD.


  1. OSD Voter moves comments to correct position within the clauses and submits comments to ISO in the OSD platform

    If the OSD Voter had chosen to “Import and Review before submission” in step 5, the OSD Voter should ensure that the comments are moved to the correct place within the draft (if needed).

Please note

If the OSD Voter had selected the option to “Import and submit comments” in step 5, then, the comments are automatically submitted and step 6 can be skipped.
