OSD Procedure summary

The diagram below shows an overview of the document lifecycle. The blue icons show where key responsibilities apply during the Standards Development process.

Actions by stage

Preliminary stage (PWI) - Optional

If a project is already registered in ISO Projects, the initial draft can be developed in the Online Standards Development platform. This will avoid having to import the content later on in the process.

Proposal stage (NP)

New project with PWI in OSD

  • The proposer prepares Form 4 and submits to Committee Manager
  • The Committee Manager completes the e-Form 4. For more information view the article: Create a new project. Once the e-Form 4 is submitted, the NP ballot is automatically generated. The ballot will include a link to the online document by default.

New Project without PWI in OSD

  • The proposer prepares the Form 4, and possibly an initial draft using the traditional word-based simple template.
  • The Committee Manager completes the e-Form 4. For more information view the article: Create a new project. Once the e-Form 4 is submitted, the NP ballot is automatically generated. The Committee Manager attach the initial draft if any.
  • At closure of the NP ballot, the Committee Manager completes the Post Voting Decision to create the eForm6 indicating if the project is developed in OSD or not.

Preparatory stage (WD)

20:00: The OSD LEADERS (typically the WG Convenor) set up a project team to work on the draft

  • All WG experts by default have the READER role in OSD.
  • OSD LEADERS (WG Convenor, Committee Manager or Project Leader) can update the project team roles (more information) at any stage during the development process.
  • Optional: The WG Convenor creates a WD Study Consultation

20.20: WD study - Optional (8 weeks)

  • When the WD Study opens, all WG experts are automatically notified, and the project stage is automatically updated to  20.20 in ISO Projects.
  • All WG experts get access to provide comments directly in the online document (link available in the WD Study)
  • All WG experts can view the comments from other experts during the WD Study and reply to comments.
  • At closure of the WD Study , the project stage is automatically updated to 20.60 in ISO Projects.

20.60: The OSD LEADERS (typically the WG Convenor, Project Leader, and/or Committee Manager) forms a project team to resolve the WD Study comments.

  • All WG experts by default have the READER role in OSD
  • WG Convenor, Committee Manager or Project Leader can update the permissions to allow experts to provide additional comments and edit the document. Only the OSD Leaders can resolve comments.
  • The WG Convenor or Committee Manager shall Export comments and resolutions and circulate it as a N-document to all WG experts.
  • The Committee Manager updates the project stage

20.99: The Committee Manager updates the project stage from 20.60 to 20.99 and to 30.00


Committee stage (CD)

30.00: The Committee Manager, WG Convenor and/or Project Leader can make final changes to the draft before opening the CD Consultation

  • OSD Leaders should consult the Best Practices Summary Table to ensure the draft is ready for consultation or ballot. This includes ensuring the content quality check was used, and that there are no unresolved track changes in the draft.
  • Committee Manager creates a CD Consultation (at stage 30.00). The online document is automatically attached to the ballot as reference document.

30.20: The Committee Manager conducts a CD Consultation (8 Weeks)

  • When the CD Consultation opens, the CIB voters (those with OSD Voter roles) and Liaison Representatives are automatically notified and the project stage is automatically updated to 30.20.
  • NMC members  and liaisons can provide comments in the online document. NMC members should consult with their National Standards Body Administrator (NSB) to confirm if their country will be using the  Option A or Option B for commenting in the OSD, and then proceed accordingly.
  • Once the CD Consultation has closed, the project stage is automatically updated to 30.60

Note:

It is the responsibility of the OSD Voter to ensure all relevant comments from their country are submitted in the OSD editor before the closure of the ballot/consultation.


30.60: The Committee Manager or WG Convenor forms a Project team to resolve comments.


30.99: The Committee Manager submit the project via Submission Interface (SI) for DIS


Enquiry stage (DIS)

40.20: ISOCS launches the DIS ballot

  • When DIS ballot opens, the DIS voters (those with OSD Voter roles) and Liaison Representatives are automatically notified and project is moved to 40.20
  • NMC members  and liaisons can provide comments in the online document. NMC members should consult with their National Standards Body Administrator (NSB) to confirm if their country will be using  Option A or Option B  for commenting in the OSD.
  • ISOCS editors provide comments and changes directly in the online document
  • Once the DIS ballot has closed, the project stage is automatically updated to 40.60

Note:

It is the responsibility of the OSD Voter to ensure all relevant comments from their country are submitted in the OSD editor before the closure of the ballot/consultation.

40.60: The Committee Manager or WG Convener forms a Project team to resolve comments.

  • The Committee Manager or Convenor work together to Resolve comments.
  • The OSD LEADERS should consult the Best Practices Summary Table for comment resolution. This includes ensuring that the Committee Manager exports all the comments and their resolutions  and circulates them as N-documents to all Committee Members. The committee manager should also ensure that the content quality check was used, and that no track changes were left unresolved in the draft.
  • The Committee Manager complete the Post Voting Decision process, which will update the project stage accordingly.

40.99: The Committee Manager submits the project via Submission Interface (SI) for FDIS


Approval (FDIS) and Publication stages

50.00 : the Committee and WG have read-only access and can therefore only consult the document.

  • The ISOCS Editorial Manager edits the document to ensure compliance with the ISO/IEC Directives, Part 2
  • If needed, the ISOCS Editorial Manager will assign OSD LEADERS as OSD COMMENTER during their editing task to work collaboratively on the online document.

50.20 : Proof Reading / FDIS ballot

Proof Reading

  • During Proof Reading the OSD Leaders are invited to provide comments in the online document

FDIS Ballot

  • When the FDIS ballot opens, the FDIS voters (those with OSD Voter roles) and Liaison Representatives are automatically notified and project is moved to 50.20
  • NMC members and liaisons can provide comments in the online document. . NMC members should consult with their National Standards Body Administrator (NSB) to confirm if their country is using Option A or Option B for commenting in the OSD.
  • Once the FDIS ballot has closed, the project stage is automatically updated to 50.60

Note:

It is the responsibility of the voter to ensure all relevant comments from their NSB from their country are submitted in the OSD editor,  before the closure of the ballot/consultation, 

50.60 : Closure of FDIS ballot

  • If the FDIS ballot is approved, the project is automatically updated from stage 50.60 to 60.00.

If the FIDS ballot is disapproved:


60.00 : Comment resolution

  • The ISO/CS Editorial Manager resolves the FDIS comments in the online document, and updates the text accordingly.
  • The Committee Manager, Project Leader, and/or WG convenor have a period of two weeks to provide their final comments, if any.
  • The ISO/CS Editorial Manager considers the last comments and releases the document for publication.
